Charles is the original and former Director of the Office of Civil Rights at the Texas Department of Health; (now The Department of State Health Services).  He planned, developed and implemented programs applicable to the Federal Civil rights Laws. Prior to that Charles was the Director of Inter-Agency Relations at the Texas Department of Human Services; He was liaison to the various State agencies.  He also served as a Civil Rights Specialist at the Texas Rehabilitation Commission;  He conducted civil rights investigations. Making recommendations as cause or no cause findings in civil rights investigations. He retired from the state in 2001.

Charles also retired from the Federal Government.  As a Federal employee he wore many hats; i.e. As a Senior Field Representative for the Office Of Economic Opportunity/Community Services Administration he monitored multiple Community Action agencies in the five (5) state Federal Region VI.

He holds an Associate’s Degree, Mountain View Community College and a Bachelor’s from Dallas Baptist University. His other employment includes the IRS and the U.S. Postal Services

His civic involvement includes immediate past President of AARP Chapter 946; Past Vice President of the Twin Oaks Neighborhood association;  Current Chair of the Board of Twin Oaks NA; and former Scout  Leader of Troop 788, St Elizabeth Catholic Church.
