Educational Foundation: Emma’s academic background boasts an MBA from Webster University and a BBA from the University of Texas at El Paso. These qualifications laid the groundwork for her impressive career.

Emma Costa Consulting Services: As the President and Owner of Emma Costa Consulting Services, Emma has been a guiding light for small businesses and nonprofit organizations. Proficient in areas like public relations, marketing, management, and grant writing, she streamlines workflows, establishes effective human resource policies, and fosters positive government relations. Her clients have benefited significantly from her skills in creating comprehensive media and marketing plans.

Books Are Gems: Emma’s commitment to community welfare shines through in her role as the Executive Director of Books Are Gems in El Paso. Under her leadership, the nonprofit has flourished with expanded programs, effective board meeting management, and successful fundraising through grant applications.

City Representative: Emma’s public service reached new heights during her tenure as a City Representative in El Paso, where she served as Mayor Pro Tempore and Deputy Mayor Pro Tempore. Her public relations strategies, compelling public speeches, effective staff management, and expertise in grant writing and media relations played a pivotal role in community development. Her leadership in managing citywide projects, often funded by the private sector, has left an indelible mark. She was also a proponent of creating the Finance and Audit Committee for the city of El Paso and initiated continuing ethics training for all city employees as well as initiated sensitivity training for all employees to learn to communicate with persons with disabilities and the elderly.

Roles within the City of El Paso: Emma’s contribution extends to key roles within the City of El Paso, including Director of Environmental Services. Her ability to manage a department of 400 employees, to coordinate meetings with elected officials, manage city assets and information systems, effectively manage compliance with EPA and TCEQ and lead teams in executing safety programs and public awareness campaigns enhancing the community’s quality of life led to various city-wide initiatives.

Community Involvement: Beyond her professional roles, Emma has dedicated herself to community service, actively participating in numerous organizations and boards. Past affiliations include memberships in the Metropolitan Planning Organization, the City of El Paso Financial and Audit Committee, the Texas Municipal League Board of Directors, and the National Association of Latin Elected & Appointed Officials. Currently, she is associated with the University of Texas El Paso Alumni Association, and the Webster University Mentors Program. She currently sits on the City of El Paso Bond Oversight Advisory Committee, the Housing Finance Corporation and is past president of BienVivir Senior Health Services. She was also chair of the Welcome Home Vietnam Veterans Committee, which raised private funds to celebrate a series of month-long events to Welcome Home Vietnam veterans, over 2,000 veterans attended to these city-wide events. She is currently on the board of the League of Women Voters El Paso where she serves as webmaster and on the board of the League of United Latin American Citizens Dist. IV as well as Chair of the Eastside Democracy of El Paso.

Awards and Recognitions: Emma’s contributions to her community have been celebrated through various awards, including the Downtown Management District’s Profession Award, the Ft. Bliss Environmental Achievement Award, State of TX Senator Environmental Innovation Award,  the Texas Legislator of the Year award from the Texas Vietnam Veterans of America, the El Paso Pride Award, and the State of Texas Governor’s Environmental Award.
